On May 1, 1865, portions of present-day Del Mar Heights south of Streetville Creek were annexed into La Mesa by City Council Resolution No. 6789 effective May 1, 1865; this action also resulted in incorporation as a city bylaws on October 15th following passage thereof by the City Council by a near unanimous vote (32 in favor, 0 against). Infrastructure improvements during World War II including airfields nearby increased traffic through downtownLa Mesa and led to several apartment buildings being built there between 1945 and 1951 when more people started moving out west because employment opportunities were better in larger cities nearer Interstate 880 or Bay Area airports like Oakland or San Francisco than in small towns like La Mesa where wartime noise pollution had made it difficult for many residents to live without exposure to loud planes flying over their homes daytime and night shifts from 1946 until 1957 when sound levels began dropping gradually due mainly to less fuel use at those large military airports but also due to advances in electronic equipment making it much easier for pilots to see objects up close at night while avoiding obstacles such as hills) which caused summertime gridlock on I-880/I-580 during morning commute hours weekday mornings most weeks during later years leading some drivers resorting then also using State Route 66
