In 1907, a new courthouse and jail were built on the east side of town. The two-story brick buildings were designed by architect Harry Weems and erected at a cost of $2,500. A monument honoring LA County Treasurer John Sommers is located on Main Street across from the courthouse. The population of La Mesa grew rapidly during World War II due to military housing developments constructed throughout central California as part of Army/ Navy maneuvers called "Topeka". Many people who lived in La Mesa during World War II remain buried there, including Antonio Lopez himself. One such development is Topeka Park, located off Hwy 1 near downtown La Mesa. After World War II ended, la Mesa experienced a period of growth as many families moved into the area seeking out more affordable housing than found elsewhere in central California. However, this growth did not last and within just 15 years la Mesa had lost over 60% of its population due to migration alone (from Southern California). Some residents still call la Mesa their home today but most have left for other parts of central California or outside Los Angeles County altogether because of high housing costs and lack thereof access to quality schools or other amenities that make living here attractive beyond basic needs like grocery shopping and transportation options outside city limits
