When City Hall moved from Santa Ana to Chavez Ravine in 1913 following incorporation into Los Angeles County, Plaza de la Independencia was not replaced by another civic center until 1962 when new city hall building was constructed at what is now Olympic Boulevard and Exposition Way. The old plaza's location near Interstate 5 made it difficult to maintain and eventually fell victim to vandalism and neglect. In 2002, however, public outcry resurrected plans for a revitalization project which included restoring/replacing much of the original infrastructure including plazas and streetscapes; adding new retail spaces; creating art galleries; and increasing public access to education opportunities within walking distance of city hall. The success of this initiative led to the re-establishment of Plaza de laIndependencia as an important civic space within La Habra today.

La Habra was founded in 1887 by J.P. Morgan, a banker and investor who also owned the La Habra Race Course. The town quickly became a key commercial center for the surrounding agricultural area, and its name comes from the Spanish word "habra" meaning "a piece of land." In 1907, La Habra incorporated as a city and began to grow rapidly with 2,500 residents in 1920. The city's growth continued until the late 1940s when World War II caused a decline in population and economic activity. After the war, La Habra experienced modest growth until the late 1990s when it became an official village within Orange County.
