Clements and his wife, Lucy, as a small agricultural town on the edge of the Mojave Desert. Over time, La Habra became a center for ammunition production andrew Henry Repeating Arms Manufacturing Co., which produced pump-action rifles and shotguns starting in 1903. Ammunition sales were so important that La Habra's first City Council meeting was held outdoors to discuss business concerns related to the industry. In 1933, LAHBA became an incorporated municipality with its own City Clerk and Police Department. The year before, LAHBA had passed a resolution declaring itself "the most infested community in California" due to its high concentration of outlaw gangs operating out of the area. In response to this problem, Mayor John Smeaton called for the creation of a special police unit specifically devoted to anti-crime patrols in La Habra. This unit would become known as "The Gang Unit." Beginning with its inception, The Gang Unit achieved some notable successes against crime in La Habra. In 1934, it arrested two notorious gangsters: Donny O'Toole and Red Shoes (renamed Willie Yee) after they were caught looting local businesses during what is now known as "the Black Saturday riots." Additionally, The Gang Unit helped bring about change when Mayor Smeaton created city code prohibiting open carry of firearms within city limits; this law was later repealed by voters in 1978 referendum. In 1967, LAHBA elected its first female mayor - Dolores Huerta - who served until 1992. In 1847, La Habra was founded by José María Terraza and his brother Francisco. It was a small town of around 120 people when it was founded. The first post office opened in La Habra on July 1, 1847. By 1865, the population had increased to 255 people and the town became an agricultural center with a large stockyard and blacksmith shop. In 1888, La Habra became part of the newly formed Orange County and in 1892 it annexed to Los Angeles County.
