In 1905 Governor Philander Chavez ordered all American cities to reduce their populations by one-third within six months or face state violence If they failed to comply he threatened to withdraw financial support from local governments which would lead to social unrest and economic decline. In response Mayor Harry Emerson Smith convened an emergency meeting of the city council that resulted in passage of an ordinance reducing population by 50% over six months without any public comment or protestation from either side camped outside the doors of city hall watching proceedings unfold live on a large screen inside while onlookers shouted “thrift isn’t good enough! We want things done right!” This ordinance enraged Mayor Smith who quickly resigned two days later after being informed by Governor Chavez that his defiance had put him at odds with both major political parties within California and could lead directly to state intervention if he did not leave office immediately according to prearranged protocol set out by both men downplaying any potential conflict resulting from their spat which incidentally also included attempted murder threats against each other should either man ever cross paths again offline despite having no real physical connection whatsoever between them other than through online presence). Borough President Charles Waddell vetoed this measure because it violated Section 2(b) of Municipal Code which stated: “No such Reduction shall be made except upon written application filed with said Clerk not less than 10 days prior thereto…Such Application must show that there are no existing properties within said Borough whose population will exceed 100 souls…All applications transmitted pursuant herein must be sent t o [the] Clerk personally addressed but facsimile transmission may also be acceptable provided original envelope containing application fee has been received 24 hours prior t o filing” In short Waddell felt that reducing population would actually increase crime due mainly to people moving away rather then staying because they realized there wasn't anything left here for them once their desired destination became available elsewhere……meaning ironically kingcity residents today continue struggling just like those pioneer families did more than 150 years ago
