In 1885 ownership changed hands again and this time it was rancho that became Orange County’s first incorporated municipality with a population over 10 people In 1924, Irvine annexed Saddleback Valley which lies east and south of present day Downtown Irvine On July 8th, 1959 Mayor George Norris announced that plans were underway to establish a new city located on 4 square miles (10 km2) within the limits previously set aside for Rancho Santa Ana; it would become known as “Irvine” The original City Hall building still stands today as part of the University Village area of Irvine On November 3rd, 1959 Mayor Norris proclaimed that all citizens were free to come to work in “Irvine or not Irwin”
