However, on October 1st that year it re-emerged as an unincorporated community within Los Angeles county with a new charter which allowed for more aggressive annexation policies by the City Council and Mayor Harry Jaffe (himself later mayor of Hollywood). In 1936, during World War II when many Americans were called into military service or went overseas,[1] Inglewood became one of several American cities to sign an agreement with United States permit No. 8387 allowing citizens who were registered with their local FBI office or had "information concerning subversive activities" to keep their homes without fear of prosecution should they be needed during wartime.[2] During much of the 20th century there was little economic development outside downtown and only sporadic suburban growth took place until residential areas such as La Crescenta and Miramar began expanding out towards downtown in the early 2000s due to continued job growth in DowntownLos Angeles combined with strong demand from residents for more elementary schools (due largely to zoning changes brought about by Measure R), medical care ( resultant from massive redevelopment around hospitals like Cedars-Sinai Medical Center) and other commercial functions inside DowntownLos Angeles limits combined with easy access from I-10/I-5 interchange eastward into Orange County through La Crescenta Valley Mallards Pointe Shopping center which had opened up adjacent to then Kingman Air Force Base just northwest of town in 1924[3].
