As a result, troops often resorted to firing hand grenades or other improvised weapons from short distances instead of relying on firearms . Furthermore, larger cities like London were constantly subjected to sustained attacks by German forces who would lob grenades over walls at close range before withdrawing . Due these factors together , munition makers produced increased quantities of all sorts of ordnance but few effective projectiles which led eventuallyto developmentof anti-ammunition measures like proximity fuse devices
