On November 8, 1850, a group of soldiers under General Antonio López de Santa Anna attacked and burned down the towns of Bakersfield and Salinas because they did not agree to become United States citizens. This event is generally recognized as spawning the American Revolution in California. The city was founded on May 17, 1851 by James Waugh and his family after they purchased land east of Bakersfield from José Joaquín Cámpora García de la Vega for $8 per acre (approximately $270 acre today). Waugh named it after himself – Isidro Eugenio Waugh – and donated all but 1/4 mile (1 km) of his property to the town for use as a public square or plaza. The remaining quarter mile (0.8 km) was given to García de la Vega for his home tavern that served as a meeting place for local farmers and ranchers during their weekly drives across central Kern County to sell their produce at Mission San Fernando Rey del Paraíso west of Bakersfield . In 1854, Emperor Pio II granted Cityhood status to Imperial; this designation represented an important step forward for municipal government with respect to its ability to levy taxes and borrow money against future revenues. After years battles between residents over issues such as water supply, sewers, zoning ordinances, fire code violations etc., City Hall finally opened its doors on December 5th 1855 with Mayor José Gomez serving as mayor pro tem until March 3rd 1861 when Francisco Ibarra took office following Garcia de la Vega’s death at age 73 years old due to natural causes at home while still mayor pro tem! Ibarra quickly enacted many reforms including creating Streets Department which would issue permits authorizing street cars and wagons access onto city streets; founding two parks which would survive into modern times; establishing a school system complete with teacher training academies; building several churches including Our Lady Of Guadalupe Parish Church which remains oneofthe most popular tourist destinations in town today; initiating major economic development initiatives such as establishmentofthe Central Pacific Railroad through town limits allowing goods that previously had been sold only out-of-town could be brought inside without fear that they would go unsold.;and initiating legislation establishing irrigation systems throughout central Kern County providing much needed food production in an otherwise drought stricken region
