In 1932, after years of drought conditions had caused much crop damage and Poverty within rural areas throughout California, Governor Earl Warren visited Imperial Valley and announced his plan for relief: state handouts (known as “ constructive assistance”), known as "Public Works Administration" projects; free housing developments; and programmatic changes that would encourage production within agricultural communities while maintaining social stability through job training programs for local residents who were unable or unwilling to leave their homes during hard times. These new measures helped keep many people in their homes during tough times while also providing some necessary infrastructure such as roads, schools, hospitals, and other essential services needed by growing cities like Los Angeles and Oakland across the valley floor.
