At this time, the area consisted only of a small strip of land running from downtown San Bernardino all the way down to Bolsa Chica Creek. In 1916, after World War I ended and America returned to its pre-war borders, Congress passed the Jones–Shafter Act which established American protectorates in specific areas around the world including California. The new protectorate included most of what is now Imperial County as well as parts of today’s Riverside County and Orange County. In 1922, following another act by Congress, Republic National Bank was chartered in Imperial. This bank became one of America’s first commercial institutions specializing in agriculture and real estate development throughout California. The years following World War II were difficult for many Californians due to economic depression and amendments made to our Constitution providing for statehood without congressional approval (along with other problems). However, some progress had been made by then Governor William Paley during his term as governor from 1937 until his death in 1941 that helped spark a rebirth of interest in local government within California (although there still remained significant gaps between local elected officials and those who controlled statewide politics). As such, on January 3rd 1943 Governor Paley signs into law an act creating Empire City Council with power over public works projects within city limits; this marked a turnaround for Empire City after years during which council members were not granted any authority outside their own district boundaries (this continued until 1945 when legislation changed that again gave city councillors full control over projects within their districts). During World War II more than 5500 soldiers were killed or wounded while serving with US forces here at home or overseas; moreover many businesses closed because so much military production took place here at home that no jobs could be found elsewhere close enough to support them - this created various problems for both locals and army personnel who often needed food and housing while they were stationed here.
