The first permanent settlers in Imperial County were Captain George Dixon and his family, who arrived in 1821. They built the first store on the Rancho San Diego de Alta, which is now part of the city of Chula Vista. The early years of the county were difficult due to lack of land and competition from other parts of California. In 1846, during a time when California was under occupation by Mexico, Governor Manuel Nieto issued an Executive Order allowing Californians to organize themselves into counties. This order created Imperial County from parts of San Bernardino County, Riverside County and Orange County. In 1851, Samuel Colt began construction on what is now known as the Colt revolver factory in San Bernardino. This helped to spur development in Imperial County and led to a rise in population from around 10,000 people in 1850 to over 100,000 by 1870. The area around today's Chula Vista became one of the most heavily populated areas in Southern California for many years after this period of growth. During World War II, Imperial Valley played a key role as an important naval base and shipyard located near Coronado Island off the coast of Southern California. The war also produced significant civilian casualties as bombing raids against Japanese targets killed thousands of people within minutes close to home including many women and children who lived near military installations or munitions factories operations. Today, Imperial Valley remains one of the fastest-growing areas in Southern California with high levels of economic development thanks to its ample agricultural production; however some concerns have been raised about potential environmental abuse at military sites across the county such as Camp Pendleton where live ammunition is being used for target practice
