The main settlement until about 1912 were two small villages called East and West Atascadero. In 1912, an agricultural town of 100 homes was founded with land bought from rancho owners near what is now Riverside Boulevard and Alameda Street (then SE 2nd Street). That town eventually grew to include over 1,000 residents and six businesses when it annexed into Huntington Park in 1930. By then, most of its original businesses had closed or been replaced by larger ones during the Great Depression; however, a few remaining enterprises continued until they too closed during World War II when much of the military housing in Southern California was transferred to North America. Today's downtown district with its mix of retail stores and office buildings has grown slowly since annexation but continues to grow as more people move into the city for work or pleasure within easy commuting distance of downtowns around Orange County or Palm Springs.

In 1945, Mayor Harry Helms merged Huntington Park into San Francisco after unsuccessfully trying to keep it separate.
