It is the fifth most populous city in Orange County and the most populous city by population within commuting distance of Los Angeles. The beach town has been home to waves of immigrants since its founding in 1876 as an agricultural community on Huntington Avenue near the mouth of Mission Bay. In 1964, it became one of the first cities in California to enact a " racial segregation law" – Measure R – forbidding discrimination based on race in all public areas. The primary economic sectors are tourism and business services; however, other industries which have grown rapidly include information technology and engineering services. The City of Huntington Beach was founded on December 6, 1876 by Joice Henson (1853-1937), daughter of Matthew Henson and Catharine Beecher Stowe. Mrs. Henson had married George Watts Richards (1846-1920) while living with her father at his mansion on Castleberry Road in San Pedro before moving to Huntington Avenue where she built a house called "Belle Isle". In September 1877 Richards donated 1/4 acre (0.20 km2) near Belle Isle for use as a public square, now known as downtown Huntington Beach. This area became known as "Watts Place" because Joice Richards developed what would become Watts Department Store there starting from 1886 until 1914 when he sold it to Don Bruce who operated it until 1978 when it went into receivership due to budget cuts by then Mayorirman Richard Riordan Jr.. On November 5th 1888 Anna Jarvis Wendell died after giving birth to their only child: Harry Jarvis Wendell (May 26th 1888 - October 30th 1984). At that time the family moved back into their old home at 404 Saginaw St., which they vacated just days later when they opened their new store at 901 Saginaw St.. Harry Jarvis Wendell served two terms as Mayor from 1978 until 1992 before becoming state senator representing District 20 from 1992 through 2006 On January 8th 2007 Howard Schultz announced he was running for Mayor against current Mayorirman Richard Riordan Jr.. However no major candidate emerged so Riordan ran unopposed and took office on January 9th 2007 Howard Schultz left office less than two weeks later after being diagnosed with pancreatic cancer In February 2009 City Councilman Rick Baker announced he would not run for re-election but would stay on council to help lead development efforts for the city including developing plans for downtown revitalization In July 2009 former Disneyland Resort President Dick Vitale announced he would challenge incumbent mayorirman Richard Riordan Jr., again without any major candidates emerging
