On November 12, 1880, voters passed an ordinance turning Huntington Beach into a town with a government by aldermen rather than by citizens elected officials like those found in other cities then serving within Orange County. The town began to grow quickly with new subdivisions being developed along North Harbor Drive and Broadway Street throughout the late 1800s until it reached its current size about 1905 when it annexed portions of neighboring Cities of Fullerton and Westminster without any vote or notification from either City Councilmember! As this rapidly growing community continued to develop more public services were added such as water system installation, library addition (the first branch opened in 1903), streetlights (1911), schools (1914), etc., until there was no way for residents to get around without prior Planning Commission approval or special permits which often took several months to receive! It should be noted that all but two blocks on North Harbor Drive north of 7th Street were platted out before 1914 so developers had plenty of time to include large homes while also ensuring they would have room for future commercial development!
