On October 1st 1960 voters passed a ballot measure creating a black neighborhood within the boundaries of town but this did not take effect until after voting bylaws were revised effective November 12th to allow for such annexation without voter approval; following full implementation on November 17th1960 all residents within Huntington Beach's limits are considered citizens regardless of race or ethnicity
