The first permanent settlement in what would become Huntington Beach was made on July 14, 1853 by Father Francisco Xavier Cuevas and his men while they were journeying from San Diego to Irvine. In 1857, Captain Matthew Perry landed at Yacht Haven on Long Island and ordered the construction of a small fort to protect the community against possible Mexican aggression. On October 16, 1860, Commodore John C. Fremont sailed into Huntington Harbor with his forces for an inspection of Southern Californian ports before sailing back down the coast to Stockton. After their visit, Commodore Fremont issued orders that all vessels built in Los Angeles County be destroyed or moved eastward along the coast to join him at Mare Island Navy Yard in northern San Francisco Bay. On January 15, 1861, after weeks of deliberations among members of both houses of Congress under President Abraham Lincoln's leadership, General Order No. 10 was published ordering all male citizens between 20 and 40 years old who could read and write (the "draft dodgers") to register with military service within two months. The order began a decades-long exodus of Northern Californians towards war economies across the continent. By 1870 there were more than 4500 registered draft dodgers in Huntington Beach alone; by 1900 only 350 remained in town despite an influx of new residents from other parts of Orange County as well as nearby cities such as Anaheim and Fullerton. A Landing Ground had been set up off Shoreline Boulevard near where PCH meets US 101 just south of downtown which served Trucks & Planes loading materials onto Larkspur Boat Ramp during WW2 when Harbor Traffic Control used it for practice landings/takeoffs You can see some remnants today including: 2 large pylon posts with missing upper sections & 3 smaller pylons; rampart around landing ground; 8 large girders standing tall today spanning street widths; few if any remains of road bed or pipeline
