The 20th century saw significant growth for Hillsborough: In 1922, a large dam was constructed along Highway 1 near present-day town limits to improve water supplies for residents; this caused a great deal of development within and outside town boundaries which continues to this day. The result was that much old rural land south of Interstate 705 came under new ownership, resulting in increased traffic congestion on I-705 northbound near town limits as well as an increase in housing prices throughout town periphery areas adjacent to I-705/I-16 westbound access points."

The population of Hillsborough increased rapidly during World War II due to military bases being built within its borders; however, no major events occurred within the town during that time period aside from some celebrations such as Fourth of July parades which were televised locally at night.
