The first post office was established in 1851 under the name Banksville (but changed to Hillsborough in 1852). In 1856, an act became law establishing San Bernardino County; it included parts of present-day Fresno County. The first post office in Hillsborough was opened in 1861 under the name Tomales (the present day city of Tomales)

Hillsborough is a city in San Bernardino County, California, United States. The population was 27,609 at the 2010 census. It is part of the Riverside-San Bernardino Metropolitan Statistical Area. Hillsborough was founded by Californians who came to the area in 1851 and it became a dependency of San Bernardino County after it was incorporated as a city in 1912. The first post office in Hillsborough was established on July 20, 1851, and was called "New Hope". On November 6, 1852, it changed its name to "Hillsborough". When San Bernardino County was organized on April 4, 1911 from parts of Los Angeles and Orange counties, Hillsborough became one of its original cities. On January 1, 1916 the City signed an agreement with Riverside for joint economic development which included land for annexation into Riverside; this agreement led to the establishment of Riverside-San Bernardino as a metropolitan area on February 14th. On May 5th 1920 local officials convened an election to change the name of their city back to Hillsborough since they were not happy with their current name and residents voted overwhelmingly in favor returning their community to its former moniker. The new name has been used ever since and today remains a popular choice among locals as well as tourists visiting the area because it is easy to remember due to its similarity to other large American cities such as New York City or Chicago. In 1957 Hillsborough annexed part of neighbouring Fontana which resulted in population growth that outpaced that seen within the city itself during any given year up until then (this coincided with an increase in traffic congestion within both communities). In 1984 Fontana voters approved Measure J which repealed all zoning restrictions placed onFontana by Mayor Edwin Bauer prior thereto including those governing commercial areas close to I-10 freeway exits making way for mixed use buildings housing both business tenants and civilians living adjacent ToTheFoothills shopping center developments complete streetsigns along Interstate 10 throughout downtown streetscape makeover . This also saw completion of two main arterial routes through town: State Route 161 hugs I-10 south/west while SR 24 snakes around downtown east/west just north of Fontana High School before terminating at US 101 near exit 8A off Interstate 10) making Valley Center one contiguous community rather than separate municipalities dependent upon I-10 access
In the early 1800s, Hillsborough was a small agricultural town located in Kern County, California. In 1852, the United States Congress created Kern County and Hillsborough became part of it. The county seat was Chico until 1959 when it moved to Bakersfield. In 1924, the U.S. Supreme Court ruled in "Hillsborough v. Smith" that a white man could not be seated on the school board because he had been born in another state and his parents were from there. In 1932, voters passed a resolution designating the area around what is now downtown Chico as an open-air museum dedicated to local history and culture. The city of Chico took over management of the museum in 1984 and renamed it "Hillsborough Museum", after its former namesake
