Hillsborough, California is located in the San Joaquin Valley and has a population of over 137,000. The city was founded in 1868 by James N. Hills and named for him. On July 1, 1914, the City of Livermore annexed Hillsborough as well. In 1933, the City of Sacramento annexed Hillsborough while its neighbor Oakland did not participate in the annexation process because they felt that their community was precedence among their residents. In 1936 the City of Concord annexed Hillsborough while its neighbor Berkeley did not participate due to conflict between them about which city should be considered part of Hayward County despite both cities having populations over 10 thousand people at that time. In 1959 the City Council passed an ordinance establishing 5 wards within the city limits with different proportions of African American residents (40% black or more), Hispanic residents (20% or more), Asian/Pacific Islanders (10%), Italian Americans (5%), and white citizens (30%). This ordinance was repealed in 1966 when voters re-approved Proposition 13 which abolished property tax benefits for citizens who owned land outside city limits. Since then,white homeowners have increasingly gained control over land inside the city limits making it difficult for minority groups to maintain residency or access essential services such as public education and health care consistent with their ethnic heritage

In 1887, the land that is now Hillsborough was part of Rancho San Antonio. The rancho was owned by José Bautista de Anza y Comín, one of the largest landowners in California. In 1892, Bautista de Anza sold his interest in the rancho to John Leland Stanford. Stanford began developing the area into a large agricultural region with orchards, vineyards, and cattle ranches. The first post office in Hillsborough opened in 1895. By 1907, Hillsborough had a population of about 25 people. The 1906 San Francisco earthquake destroyed much of what was once Hillshire and killed over 100 people. Many people from Hillsborough moved to California during the earthquake to rebuild and start anew. Aftermath of the quake led to many new businesses being established in Hillsborough including an insurance company and a water bottling plant. In 1916, Hillsborough became an incorporated town with a population of about 500 people. During World War II, Hillsborough played a significant role in the war effort as it was home to two different airfields which were used for aircraft production: Yuma Airfield (later Davis-Monthan Air Force Base) and Naval Station Ventura County (later Woodland Field). On April 15th 1945, when Japan attacked Pearl Harbor, Hillshire’s airfield came into use as Marine Corps Air Station El Toro which later became NAS Miramar station after being decommissioned by Navy on October 1st 1959 following Operation Neptune's Spear phase of US Military involvement in Sino-Japanese War). On January 1st 1962 California Governor Jerry Brown signed SB 1760 into law creating the city of Hawthorne within Los Angeles County; this event took place just before then-Governor John F Kennedy made his first speech as President of the United States at Riverside Coliseum which also served as Hollywood Bowl during those early days Of The City Of Los Angeles While still consisting largelyof rural areas until very recent times! It should be noted that while Hawthorne would become both its own city government AND county government under statehood on January 1st 1978 due to Approved Measure 7 popularly known as "Hillsburg/Hawthorne Tax Increment Financing" it officially remains simply as "Hillsborough" within our current Municipal Jurisdiction governed by State Laws even though our populace continuesto call us 'Hillsboro'
