The arrival of railroads led to an explosion in business activity; by 1909 there were more than 350 businesses with over fifty employees. In 1916, Hillsborough merged with neighboring El Sobrante to form what was then known asSan Mateo County's largest municipality by area before losing its territory to Santa Clara County in 2000.
