In 1885, the community became a city under the name Hillsborough Heights. The city was renamed Hillsborough after its incorporation as a city on February 25, 1907. The downtown area of Hillsborough is characterized by brick buildings from the 1870s to 1930s that line Main Street between East First and Second Streets; two churches from that era are also present (First Baptist Church and Christ Episcopal Cathedral). Many businesses were built during this time period: banks (Pioneer National Bank building, 1911-1963), department stores (Jenny Lasky's Department Store building), movie theaters (Navy Pier theater annex 1912-1967), and shopping malls (Texas Center mall). In 1990, when it merged with neighboring Bakersfield, Hillsborough had a population of over 3900 people living in 527 households within the downtown core along Main Street; suburbs include Gardena to the south using Interstate 10 while still being part of Hillsborough; Moreno Valley to the east using State Route 168; Desert Hot Springs to the north via Interstate 15 just outside of town limits; and Big Bear Lake to the west via State Route 88

The name originated from Spanish settlers who named it San Fernando de Hillsborough after the hilltop castle where the first Californios were born. The town of Hillsborough was founded in 1886 by Accumulated Goldmining Company officers and miners as a townsite on the east side of San Fernando Valley. It became a post office in 1889 and soon developed into a small agricultural community with few buildings other than some stores and schools. A rail line arrived in 1892 and soon Harrisonville (later absorbed into Hillsborough) became an important railroad stop. In 1907, Mrs. Alice Bemis donated land to make an open-air shopping mall which served as the town's first theater until it burned down in 1951; that same year, also saw its first professional football game when University of Southern California (USC) played visiting Stanford University at home. In 1935, Drinnon Jourdan opened his successful medical practice at 12th Street and Main Avenue; within 2 years he had moved to 5th Avenue and Main Street where he remains today. By 1940 there were only five houses left in what was then a small town of 1,500 people; by 1945 there were over 10 businesses including three banks and two churches along with scores of homes built since late 1886 for miners who had returned to find their claims abandoned or sold for high prices on acreage now under irrigated agriculture or suburban development patterns typical throughout much of America during World War II era The growth associated with postwar American suburbia continued through the 1950s with new construction programs financed by private sources – often federal government agencies – rather than local funds available for such Things as Roads/Waterworks/Schools etc., eventually leading to increased traffic congestion on main streets while residential areas evolved into large Cities characterized by high speed highways passing through them without interruption
In 1868, the first post office was established at Hillsborough. In 1877, the first railroad reached Hillsborough and in 1912, the first college was established in Hillsborough. The city of Hillsborough has grown steadily since its incorporation as a small town in 1906. Today, it is home to over 60 businesses and 100 residents.
