Hillsborough, California is a city located in Kern County, California. The population was 382 at the 2010 census. It is the county seat of Kern County. The city was named for Colonel John A. Hills, who had surveyed and laid out the area in 1864. Hillsborough was founded by settlers in 1865 as a small farming community on the edge of what is now the City of Los Angeles. In 1868, Colonel John A. Hills donated land to make up part of what would become Hillsborough, and it became an incorporated town in 1870. The first post office opened in Hillsborough on December 14, 1865, and continued operation until it closed on May 10, 1902. The first resident from Hillsborough was Mrs Jane Ewart Cummings. In 1892, water rights were acquired for use by the Kern River Water District which served parts of Los Angeles and Kern Counties until 1935 when all usage within those counties became centrally controlled by the Department of Public Works through its Manager's Plan No.-1 (1935-39). A new commercial center sprang up around this time including many banks and businesses that remain today such as JCPenney department store (now Macy's), First National Bank (now Wells Fargo), Southern Pacific Railway Depot (now a museum), and Hill Air Force Base Museum (). In 1944 during World War II Japanese forces burned down several local businesses with incendiary bombs while attacking American military targets near Hancock Park east of downtown Los Angeles; this event is commemorated yearly with a fireworks display over DowntownLos Angeles from Hill Air Force Base Museum (). One business destroyed that year by fire was Wernher Von Braun's Rocketdyne Laboratories Incorporated () which produced hydrogen Bombs for Nazi Germany during World War II . This company also manufactured other types of arms control devices used during war such as radar measuring equipment called "Zuni" developed at their Santa Monica factory () before being moved to Hawthorne Village () near LAX Airport after WWII before finally closing its doors in 1957 . Another example OC Fairgrounds - one day home to more than 100 exhibitors - lost almost all its structure but survived into recent years demolition due to lack funding just prior to Expo 2020 redevelopment plans however has since been restored back into use as an open air market
