Hillsborough, California is a city located in the San Joaquin Valley of central California. It was founded on December 30, 1853 by James Irvine and his brother-in-law George Armstrong Copley. The City of Hillsborough was one of the first in what would become the United States. At its peak as an agricultural center and manufacturing center, Hillsborough had a population of over 100,000 people in 1940. The discovery of gold in California led to an influx of miners into the area, which also led to the development of ammunition production. Ammunition production began in 1854 when John Sutter discovered gold near Sutter Creek. In 1865, David Lane purchased land at present-day Eastmont and started producing ammunition there. By 1870, with advancements in technology and world trade, ammunition production had reached its peak at $2 million per year. However, during World War I (1914-18), while munitions production increased significantly due to wartime needs such as tanks and artillery shells, it decreased because bullets were not needed for warfare but were instead used for target practice or for making bullets for other products like shotguns and rifles.
