In 1823 a group of English Baptists led by John Woolley founded what would become City Park on land that bordered present-day State Avenue as well as Church Street between First Street and Second Street. The park grew rapidly thanks to donations by citizens and businesses such as The Merchants Bank & Trust Company which donated land for public parks throughout downtown Los Angeles County during the days when county governments functioned independently from city governments. In 1829 City Park extended along Alamitos Boulevard east to Third Street where it connected with State Avenue before terminating at Fifth Street near modern Marine Drive today's Anza Boulevard).
