It has been reported that the name of Hermosa Beach comes from Spanish meaning "horse shoe" because of its location on the Pacific Coast Highway between Newport and Seal Beach.The first Europeans to visit what is now Hermosa Beach werePedro Vizcaino and Gaspar de Portolà in 1705. The town got its start when a group of businessmen led by Commodore John Nicholson built a wharf on Bulls Head Creek in 1837 to ship goods from San Francisco to Los Angeles. On July 1, 1849, Mayor George Hearn designated Hermosa as the county seat for Orange County after Irvine had become county seat for Los Angeles County. In 1893, voters approved an ordinance creating a city government with mayor-council form of government and awarding city rights to two citizens who had petitioned for them: Harry Hinkley and Charles Wiman. James Mathers served as mayor from 1895 until he ran unsuccessfully for governor in 1906.Mathers was succeeded by his son James Mathers II who served from 1916 until his death in 1937. James Mathers III took office upon his father's death and served until 1951 when he was succeeded by brother Vernon Walters Jr.. During World War II, Hermosa became one of the largest military bases in Southern California with over 4,000 soldiers housing in tents along Bull Head Creek during the summer months while they were trained at nearby Point Muguer Naval Air Station
