The Hemet Municipal Utility District (HMD) was founded in 1922 and purchased the old San Bernardino Electric Light Company’s power plant on SE corner of San Bernardino Avenue and SW corner of Stockton Street. The HMD began serving Hemet in 1922, when it connected to the SJR system. In 1951, the utility district developed a new electric infrastructure which included a substation on SE corner of San Bernardino Avenue and SE corner of Stockton Street. This substation served as the foundation for all HMD electrical services until 1977, when service was transferred to PG&E's new substation at 12th and Winchester Streets. The HMD has been property owner through its entirety with two exceptions: In 1984, when PG&E donated land to the HMD on SW corner of Stockton Street; however, this donation did not change ownership status from municipally owned to private company ownership. In 1977, due to deregulation under President Jimmy Carter’s administration, all municipal utilities were privatized in California including electricity providers such as PG&E. At that time, PG&E increased its electricity production by purchasing power plants from municipals throughout California which then became known as “the PJM buyout” program. As part of this program,Electricity Generating Systems (EGS) were purchased from several large generators within PJM who then committed themselves to selling their entire output back into the market at stable prices over a certain period of time. For purposes of this paper, EGS will be referred to collectively as “tasers” or simply “tanks” because they are all sold together under one roof within PJM- created EGS marketplace called "GridPoint." This paper also includes an overview of taser history in Hemet since 1978 including past events such as safety advancements and community concerns about these devices that have yet still managed to remain popular with many residents today despite some concerns about their potential misuse or abuse

As well as being one of America’s fastest-growing cities for Latino residents since 2000, Hemet also boasts some impressive demographics for its size: In terms of percentage growth rate from 2000 to 2010: Hispanic/Latino residents increased from 11% to 24%. African Americans increased from 2% to 5%. Asian Americans increased from 1% to 2%. White non-Hispanic residents decreased from 79% to 66%.
