In 1906, the California Legislature passed Senate Bill No. 5 which provided for a town site to be chosen near Healdsburg and it was incorporated on May 15 of that year. On July 1 of that year, Mayor Waddell praised the town site selection process during a speech given at City Hall. A parade followed on July 3rd to mark the dedication of the town site to residents and businesses who had contributed money towards its erection. The first post office opened in Healdsburg on October 1st, 1912; using this name until 1915 when it changed to its current name of Healdsburg Municipal Light Company (HMLC). The first store opened in 1915 and was run by Pemberton Brothers Hardware Company with local produce being sold along with supplies needed for homebuilders constructing houses starting out primarily in 1916-1920s; also famed heirloom items such as quilts were sold here at that time. Heldburg quickly became known for its wine production which began turning into720 cases per day by 1922; exporting wine all over Northern California making it one of the largest wineries west of Sacramento at that time .
