The city's history goes back to 1868 when John Hayward founded what would become Hayward City on land he purchased from Juan Bautista Sanchez. The city was named after George Atherton Hayward who donated $10,000 for its establishment. The first post office in Hayward opened in 1872, and it became the permanent seat of government on December 12, 1875 when San Francisco moved its previous capital to Oakland. On October 25th of that year, the first meeting of the City Council were held at the old Reading Room where present-day Broadway and Market Streets are located today. In 1886, Mayor Doyel appointed Jepson as superintendent of public works which position he held until his retirement in 1916. At that time there were only three streets in town: Second Street (now First Avenue), Third Street (now Huntington Drive) and Park Boulevard (now part of US 101). In 1914 a new fire station was built at Fourth and Mission Streets which replaced an older station that had been destroyed by a fire two years earlier. That same year also saw another important milestone when Hayes Water Treatment Plant became operational followed by electricity service in 1920 providing essential enhancements for modern life including streetlights and limited visibility during night hours thanks to oil lamps used for emergency illumination purposes only! In 1933 a new library building was erected across from then existing high school with state-of-the-art plumbing which included an automatic water system bringing fresh water directly to each faucet! In 1944 construction began on what would become known as "The Bay" - an area now occupied by most notably Costco warehouses along I-880/Rte 101! Today much of downtown Hayward remains unchanged save for some updated architecture such as Starbucks coffee shops/cafés dotting busy intersections throughout central business district
