Under Ulysses S Grant’s administration, American Samoa passed from Spanish jurisdiction into American hands and began receiving mail from Mexico City via Puerto Rico which at that time was part of Mexico because Americans did not have valid passports or visas then. A year later Congress approved the recommendation of Secretary of War James Buchanan that Hayes Island be added to Alameda County; this resulted in 10 percent of the county becoming dedicated to agricultural production while 90 percent remained rural with haciendas (large estates) devoted mainly to cattle raising operation producing up to 350 head per acre according as early as 1870 1/2%.
