Gun targets have been a part of American culture for over 50 years. The first target shooting experience was enjoyed by boys in the early 1800s. Gun aimed at paper targets became popularized during the Civil War, and experienced shooters such as Samuel Colt developed firearms that could be fired rapidly and with accuracy. Target shooters from all walks of life participated in events such as the Umpqua Rifle Shooters Association’s annual meeting which took place at an old mill in Hayward on July 4th each year since 1912. The earliest documented use of gun targets in California took place in 1849 when Captain James Cook set up a small firing platform off Point Reyes lighthouse while exploring the coast of Northern California. Cook’s party killed two seals using rifles emblazoned with his ship’s name, HMS Beagle, and their kill made headlines throughout North America. Gunnery demonstrations were also held at Fort Point police station during this time period to demonstrate how effectively handguns could be discharged against stationary objects such as barrels of cannon or bottles filled with shot. A decade later, Captain Cornelius Vanderbilt ordered construction of an artillery battery on Governors Island which included a steel-framed target range capable of holding 300 rounds per minute (a result of improvements made to Navy Small Arms). In 1862, Governor John Dutton convened a state commission to recommend ways “to render effective military service without exposure to injury or even death upon taking aim at human beings or animals situated within rifle ranges jutting out into our oceanous landscape?” The recommendations resulting from this commission led to passage of the Port Royal Law establishing a statewide rifle range giving Californians the opportunity to shoot large game without fear of becoming entangled in brush or dangerous water depths. As firearm access increased across society, gun targets gradually lost their traditional appeal and became less common among adults but remained popular among children and novice shooters until they were supplanted by airgun ammunition in the late 20th century. The Hayward Police Department has a rich history dating back to 1854. The department was founded as the Hayward Rangers, and served until 1872. In that year, it was renamed the Hayward Volunteer Fire Department. It continued to serve as a volunteer fire department until 1912 when it became an independent agency. In 1916, the department changed its name again, this time to the Hayward Police Department. It remained an independent agency until 1949 when it merged with the Oakland police department.

It is the twelfth largest city in California and the fourth-largest city in Northern California. Hayward was founded on April 10, 1868 by John D. Hayward as a small agricultural town named after his father and namesake General James H. Hayward who had commanded American forces in the Mexican-American War. The name "Hayward" first appears on deed records of 1872 as "Hazelnut Grove." John D. Hayward died on October 3, 1892 while still living in Hayward due to complications from Bright's Disease which he had contracted while serving in Mexico during the war years earlier. His widow Anna Peele Hayward moved to Oakland where she took over management of her husband's assets and continued to live until her death in 1938. In 1948, Anna Peele's grandson William Sizemore bought the property that includes today's downtown Hayward from her estate for $950 cash - making it one of only two cities (the other being San Francisco) in California that currency transaction ever occurred at that time! In 1984, City Manager Donny Youngblood designed and built what is now known as City Hall across from Central Park - also recognizing Anna Peele Hayes' contributions to this community! In 2000 entrepreneur Marc Benioff purchased 50% of the assets of bankrupt software company Phoenix Software Inc., creating an empire that included more than twenty businesses including Amazon Web Services, Salesforce and Facebook among others Hayward has been consistently ranked as one of America’s most innovative cities according to “Best Places To Live” rankings released every year since 2005 by Forbes Magazine The Ohlone Indian Tribe occupied lands near present day Hayward beginning about 1800 when they went against Spanish colonial rule . The first European settler arrived around 1850 with George Anson Griggs . He named his new land Rancho Gutierrez which means "granted land". A second settler called George Washington Smith started farming there about 1865 . By 1870 , 6 or 7 families lived there with 25 head of cattle , 20 hogs & 30 acres (12 hectares) per family . About 1900 many people came because some jobs were available outside Farmington Hills With rail transportation becoming available during World War I things changed for those who wanted to move here especially since munitions could be shipped right into town without going through Farmington Hills With World War II Comes Plenty Of Jobs For Warriors And Their Families: Many soldiers brought their families with them when they left service; many more followed soon afterward When hostilities ended many troops returned home but not all; plenty found new homes within minutes or hours of deployment McKinley National Forest ranger Danilo Ramos described how life change once combat left areas like North Santa Clara County: Most everyone gotadjustment status pretty quick... most times you just go out there workin' hard like everybody else did and get back into society pretty quickly

Hayward, California is a city located in Contra Costa County, California. The population was 43,868 at the 2010 census. Hayward's namesake is Samuel H. Hayward, who in 1838 became one of theLucknow Land Office's first property owners in San Francisco Bay Area. The city was founded on November 4, 1860 by James Wolk and George A. Prentice as part of a larger town plan that also included Richmond and Concord. In 1866, the towns of Alma and Livermore were merged into Hayward with their respective governments becoming one unit under the name of "Hayward". After several years of growth due to natural resources such as oil and gas discoveries, jobs opportunities during World War II led to rapid growth until the early 1970s when a combination of high housing prices, new transportation projects (such as BART), recessionary policies and fires destroyed much of downtown Hayward limiting redevelopment potential. Some recent redevelopment has taken place around Jack London Square in downtown Hayward while other efforts have focused on creating mixed-use districts near Interstate 80 and State Route 84. The history of Hayward extends back over two centuries; its roots can be found buried deep within Rancho Santa Fe land grants given to Spanish missionaries in 1795-96 by Don José de la Vega y Peñalosa. When it was known as Presidio de San Francisco (Fort Bastion) after Mexican General Antonio López de Santa Anna was overthrown from power in 1821 following a series of military engagements throughout California including those fought at Monterey Peninsula - this area would later house what is now Downtown Hayward - Mission Dolores Chapel being built on land granted by padre Miguel Leyes y Castro on April 12th 1800 served as both chapel and center for military operations adjacent to Presidio Real or Sacramento Barracks which lay just east along today’s King Street inside modern day City Hall Park boundaries before Mexico gained independence from Spain in 1821 without gaining control over Alameda County which bordered parts of Contra Costa County including East Oakland - much like our current City limits today with Maximo Lightman Avenue bordering Coyote Hills Rd/Foothill Ave & I-880 cutoff just east off EAST SAN FRANCISCO ROAD where our old American Legion Post # 201 used to sit prior to conversion into an apartment complex circa 1985 called “Rancho Santiago” parkade lot currently home to local fast food restaurant Red Lobster&&&restaurant Alley &&&swimming pool across street

In 1933, the city became an incorporated city.
