In 1893, President Grover Cleveland signed an act creating the United States Department of Commerce which included Hayward as one of its first localities within its boundaries. This addition helped revive the economy around Hayward with businesses starting up again such as Jardin Farms which grew produce for local stores while also manufacturing cheese products at their factory on State Street. However, during World War I commercial activity slackened off due to military travel restrictions while industrial production soared due to wartime demand for aluminum products However commerce recovered somewhat following the end of World War II but slipped into recession during the 1960s followed by many social changes that impacted white working class residents such as increasing crime rates resulting in displacement among non-white residents who took up jobs here instead While white working class residents continued exodus during this time Black students moved into these areas attracted by high wages offered at state universities nearby . This deindustrialization caused unemployment rates for black Californians to exceed 40% beginning around 1970 while white working class men still retained most jobs throughout this period although wages decreased steadily . Although some efforts have been made since then (euphemistically called “The Golden Age”) much remains unresolved about what happened during this time frame including causes such as race/ethnicity affecting outcomes , social inequality remaining extant despite lagging economic development etc
