In 1871, Captain Hayward donated land to the town for a new courthouse and jail, which were built on current day Harvey Street. The first post office opened in 1872. By 1870, there were over 20 businesses in Hayward with a total population of just under 100 people. The largest employer in Hayward during this time was Jardine & Hastings Steam Navigation Company which transported goods between San Francisco and Oakland. In 1892, Captain James Hayward died and bequeathed his entire estate to the town for use as a fund for economic development initiatives within the community including education and libraries. In 1916, Mayor William Davenport dedicated an Education Building at 3005 Main Street as part of the City's Centennial Celebration. This building still stands today and is used as the municipal library system's headquarters today. During World War II, it became evident that Hayward would become an important military base due to its strategic location midway between Los Angeles and San Diego. As such, housing projects were developed around Camp Pendleton Army Airfield (now Edwards AFB) which enlarged downtown into what is now known as Haywards Mills shopping district on Victory Boulevard east of I-580/I-680 near Highway 101A (the old route 5). The city experienced rapid growth after World War II with many stores being built along Interstate 580/I-680 including Sears Tower across from Camp Pendleton Army Airfield (now Edwards AFB), KFC outlets on Airport Boulevard east of I-580/I-680 north of Highway 101A (the old route 5), Macy's department store on Airport Boulevard east of I-580/I-680 south of Highway 101A (the old route 5), Belk Department Store west off Airport Boulevard east of I-580/I-680 southeast off Highway 101A (the old route 5), Jardine & Hastings Steam Navigation Company Warehouse at 91014 Harbor Drive newly completed west off Airport Boulevard east of I-580/I-680 northwest off Highway 101A (the old route 5) - all within one mile radius from each other! A large number jobs were created during these years with most jobs located along Interstate 580/I- 680 or adjacent freeways making it easy to commute into downtown Hayward from various suburbs or outlying areas near DowntownSan FranciscoBay Area
