In 1850, when gold was discovered near present day Oakland, miners began flowing into central California to find it. By 1860, there were more than 10 townships in Alameda County with populations over 500 residents within one mile of each other and many found themselves without governments or leaders to keep them running properly. Govt officials decided that central Alameda County would be divided into two counties: Contra Costa and Marin counties would become divisions under Governor John Sutter; while Donner Pass would remain unoccupied until 1861 when General Donner destroyed it during his attempted march through Northern California en route to El Paso Province across Nevada Deserts. Hayward was incorporated as a city on December 12th 1959 by then Mayor Stanley Youngman along with five other cities form Alameda County: Berkeley (1848), Concord (1850), Dublin (1852), Pleasanton (1854), Walnut Creek (1859) The downtown business district located around High Street between Shafter Avenue/Alameda Boulevard and Broadway/Folsom Streets was completed before 1957 which helped give Hayward its current name “The City’s Main Street” . The Business District has since been redeveloped into mixed use with office buildings being constructed closer to Downtown while residential areas have been developed further North towards Interstate 580 which runs through downtown Hayward . The original Civic Center built back when Hayward was just an agricultural village sits today used as headquarters for several government agencies including state government services like Health Services Agency Of America - Department Of Social Services & Development Authority - Human Resources Management Division & etc... One side effect may have been that certain older neighborhoods such as Fruitvale became less populated resulting in some genuine devaluation .. Many young professionals who grew up here moved away once they hit their 30s or 40s because there weren't any jobs here then either
