The popularity of Hawaiian Gardens led to its incorporation as a CDP in 1988 from portions of unincorporated Kern County that had been annexed by San Bernardino since 1986. Hawaii Gardens is a small, rural community located in the Mojave Desert of Southern California. It was founded in 1907 by the Welles Family, who were also proprietors of Wells Fargo Bank. The original home of Hawaiian Gardens was an adobe building on what is now State Route 91. The home served as both a residence and as the school for the local farming community. In 1913, a Nursery School and Playground were built adjacent to the bank and well-known nurseryman Mrs. Welles operated it until her death in 1951. In 1965, Hawaiian Gardens became one of nineteen communities withinMENTS commune, which was then dissolved in 1975 due to declining enrollment and financial problems. In 1984, Hawaiian Gardens reverted to its own governance with Mr. Welles serving as mayor for five years until his death in 1990. From 1990-1996, Kamehameha Schools ran the school system here while Hawaii Garden Center continued to be managed by Mr; Welles' daughters Jane (now Mrs.; since 1995), Lori (now Mrs.; since 2000), and Linda (formerly Mrs.; from 2003 until her retirement in 2006). During that time period there were four mayors: Jane's husband Donnie (1996-2000), Lori's husband Rick Moody (2000-2003), Linda's husband Bob Sappleton (2006-present) and Kamehameha Schools Superintendent Driscoll Doleman’s wife Tracey Doleman (since 2009). On December 12th 2008 Honolulu Star Journal reported that all revenues from Hanauma Bay Park had been garnished because residents failed to pay property taxes going back several years
The Hawaiian Gardens area was first settled by the Kamehameha family in 1795. The gardens were created as a royal estate and pleasure ground, and served as a backdrop to royal ceremonies. The property was sold to Captain John McGuire in 1805, and it became part of the Rancho San Francisco Mexican land grant. In 1836, the area was purchased by Augustus Saint-Gaudens, who turned it into a popular amusement park with exotic animals and flower gardens. The park closed in 1906 after World War I destroyed most of Europe's luxury resorts, but Hawaii's dependency on tourism kept the park open until 1962. In 1984, the Hawaiian Garden Conservancy took over management of the park from the government. Today, Hawaiian Garden Conservancy manages only 6 acres (2 hectares) of the original garden while remaining open to visitors for educational purposes.
