The Grover Beach Ammunition Company was founded in 1912 by John and Belle Grover. The company became an industry leader in ammunition production and distribution. In 1951, the company merged with Winchester Repeating Arms, Inc. to form Winchester-Winchester Corporation. In 1978, Winchester-Winchester Corporation purchased National Bobbsey & Co., a major producer of ammunition for handguns and rifles. In 1984, the company ceased operations.

Grover Beach was originally named after George Washington Carver, an American educator and agricultural scientist who lived in nearby Concord. The first permanent settler in Grover Beach was John Bigelow, who arrived around 1868. He founded the Bigelow Manufacturing Company which producedEMENTS ( drill bits, pumpskins and other items) until it closed its doors in 1907. The development of Grover Beach began with the construction of two wharves by entrepreneur Augustus Saint-John Morse in 1892. The wharves were used to export goods from San Francisco to China during the early 20th century. At their height, the wharves employed over 100 men and women. In 1911, Commodore James Dewey purchased land at Point Reyes Station for $1 million dollars which he donated to the city of San Francisco for use as an open space preserve and recreational area known as "Dewey Heights". In 1916, Dewey made Grover Beach part of San Francisco and it remained that way until 1978 when it became a suburb ofSan Francisco proper
