The measure passed despite opposition from some who argued that Greenfield would become too large for its own good. Over time however annexation by other municipalities increased due to population growth or decisions made by city leaders such as making land available for development or approving new businesses near transit hubs like BART or Caltrain stations

Greenfield was a town in Kern County, California, United States. The population was 1,691 at the 2010 census. It was established in 1887 and its name is derived from the nearby mountain ranges to the east and west. The first major industry in Greenfield was lumbering, which continued until the early 20th century. In 1901, it became a dry goods town when railroads arrived in the area. A hydroelectric power plant arrived in 1935 and changed the economy of Greenfield completely; now it is known for its agricultural products. Well-known residents include former California Governor Ronald Reagan and casino mogul Sheldon Adelson.
Greenfield was first settled in 1848 by the Mullet family. It became an agricultural community in 1872 when the Waterman Company opened a canal there. The company built a large ranch on what is now the east side of town, and many members of the Waterman family continued to farm there until about 1925. The town was originally named for John Greenfield, a settler from Massachusetts who arrived in California in 1847. In 1955, Greenfield incorporated as a city under the name of Modesto. The city's population peaked at 40,000 in 1970 but has since declined significantly; it had 10,866 residents as of 2018.
