In 1925, The Rifleman magazine published an article entitled “Grass Valley: A New Place For Gun Target Shooting” which described how gun target shootings had become more popular among citizens of Grass Valley since World War I had ended. At that time, most wars had ended with treaties concluding peace between different nations but there remained significant amounts of military hardware left over from those conflicts which needed to be destroyed or stored away before they could be used again. Grass Valley is a small town in the Central California region of the United States. It is located about 20 miles northeast of Redding, the county seat and largest city in the area. The population was 5,106 at the 2010 census, down from 6,711 at the 2000 census. Grass Valley is adjacent to Butte County and includes portions of Yosemite National Park. The first permanent resident in Grass Valley was James Irvine who settled there in 1849. Irvine built a sawmill on what is now Hwy 101 near present-day Grass Valley. In 1852, his brother-in-law John Cushing started a store next door to Irvine's mill. The two men operated their store until 1861 when they sold their business to George Hearn who continued to run it as an agricultural concern until 1917 when it became Hearn Motor Company Incorporated. In 1915, part of Hearn's land was donated by him to the City of Redding for use as parkland which included parts of what are today Grass Valley and Oakhurst neighborhoods. On February 15, 1888, Grassy River ran through downtown Grass Valley when its new water supply arrived from Fillmore Dam across Raccoon Lake. At that time grassy hills were not generally irrigated with water taken from rivers but rather with ditches dug deep into hillocks where plants grew quickly and provided food for livestock during summer months; these hilly areas are still seen today around downtowngrass valley along Hwy 101 east of Fillmore Rd., just south of USR RR tracks (the old Russian River Road). It has been said that early visitors found Redding difficult to walk or drive around because most streets were straight up and down hillsides making access very difficult even for pioneers like Captain Benjamin Fenton who walked all over the place admiring views while driving upriver on November 10th 1848 described "a long range country northward", although he never reached Redding due probably being lost or delayed after crossing Iron Mountain Pass near modern day Needles (he would have originally ridden horseback) . Another early visitor - Wm Flagler - also praised high valleys but stated "I much prefer level ground" Prominent citizens such as Capt Benjamin Fenton helped popularize agriculture hereabouts among residents so much so that later many people called themselves Agricultural Pioneers!
