Goleta, California is an unincorporated community in Kern County, California. The population was 1,021 at the 2010 census. It is located on the eastern edge of Kern County and is east of Bakersfield. The first permanent settlement in Goleta was made by Mexicans who had been working as ranch hands in central California. In 1857, General Antonio López de Santa Anna appointed José Joaquín Herrera to survey a route for a new road from Los Angeles to San Francisco. Herrera recommended that the road be built through Goleta, and he named it after himself. By 1860, Goleta had a school, store, post office and two churches. In 1871, Goleta became part of the newly formed Kern County when it was formed from parts of Tulare and Kern counties. The first courthouse was built in 1872 on Second Street between First and Second Streets. In 1865-1866, John Wesley Powell explored the valley while exploring the Panamint Range in what is now Anaheim Hills. He named many features including Spring Creek (now called Willow Creek), Wheeler Peak (now known as Mount Wilson) and Valley Ranch after people or places he met along his route: Anthony Lake (near present-day Porterville), Springdale (later renamed Nogales), Valley Springs (later renamed points north of Redondo Beach), Mount Whitney Station (near present-day Silverado Heights) and Meadow Springs Junction near Pomona Airport
