In 1865, Los Angeles City Councilman George Smedley donated land east of present day Civic Center Square for a public school district called East Palo Alto School District No. 1 which would eventually become San Francisco Unified School District No. 2 (now Alameda County). This donation formed the nucleus for what is now San Francisco Elementary and Middle Schools and High School Academy, as well as today's Central Valley High School building on West Capitol Street (formerly Wellesley Avenue). On November 4th 1880 through an act passed by the California Legislature known as "An Act To Encourage Farming in this State", Governor James Phelan granted cityhood to Goleta with a vote of 589–3 against 122 abstentions; thus becoming an incorporated city under state jurisdiction with its own government structure rather than sharing services with Monterey County and other counties within California’s expanding system of governmentality during that era. In 1887 Goleta became one of only two cities – along with Salinas – allowed to raise money through their own assessment districts rather than paying taxes based on acreage value. GOLETA COUNCILMAN JOSE MANUEL GARCIA NAMED POST OFFICE AFTER HIMSELF

The first known permanent European settlement in Goleta, California was a group of French fur traders led by Captain François-Marie Chatelier in 1777. The area was part of the Mexican province of Alta California. The town of Santa Cruz de la Sierra was founded by the Franciscan friars on November 3, 1778, and became the capital of Alta California. On February 14, 1821, Mexico gained its independence from Spain and renamed Alta California as Baja California. In 1846, after years of conflict over slavery and land redistribution within Mexico, American forces attacked Mexican troops at San Juan Capistrano during the Mexican–American War. Although outnumbered and outgunned, American troops drove the Mexicans back over the Chaparral Mountains into Sonora territory where they continued to fight against American forces until January 8, 1847 when General Antonio Lopez de Santa Anna surrendered to General George Armstrong Custer at Huerfano Pass near Tucson. This event is often referred to as "the Battle of Huerfano." In 1848—1849 Augustus Saint John Plummer explored what is now Goleta County in search for gold but found no gold ore or viable settlements; he named the valley after his friend Baron Adolf von Humboldt who had explored much of Central America before sailing around Cape Horn in 1824. In 1850s two more prospectors discovered some small amounts of gold but were unable to bring any production off the ground because there were too many obstacles including difficult access roads and Indians who could control valuable resources including water sources and hunting grounds. In 1865 James Wolkbrandt started a grocery store at what is now corner Main Street and First Avenue in downtown Goleta; it became one of Goleta's most successful businesses for many years until it closed down in 1978 due to competition from larger stores eastward on Main Street which Two Rivers Paper Company purchased soon afterwards. Heinrich Preuss established a mill complex just east of downtown on East Second Street between 1912 and 1914; this mill produced high quality flour that had great demand throughout Southern California despite being located several miles outside city limits; it later went bankrupt because marketing innovations developed by Preuss made delivery possible almost anywhere even into remote rural areas where other mills did not operate effectively due to lack thereof transportation infrastructure at that time
