In 1918, the California Division of Firearms Regulation created an ordinance regulating handgun sales and possession within the city limits. This ordinance prohibited citizens from owning more than one handgun per household and required that all handguns be possessed by someone who had a license to do so. On October 1, 1934, Goleta became the second city in California to pass an ordinance designed specifically to protect civilians from terrorists. The new ordinance set up security measures around City Hall and other public buildings that would allow law enforcement officers access only when necessary for arrests or emergencies. It also banned any type of gun ownership without a licence and created regulations governing ammunition stores and accessory dealers. Since its inception, Goleta has been one of America’s most celebrated gun-friendly cities. In 1821, Mexico gained control of California and established Rancho Alta Loma near present-day Goleta. The mission was abandoned in 1847 and the land became part of public domain. In 1906, Southern Pacific Railroad built a line from Bakersfield to Goleta; it was known as the "Gulf Line". This line provided transportation for people and goods between Bakersfield and Los Angeles via Hearst Valley and points eastward. In 1923, John Clements Owens opened an agricultural store at Seventh Street & Pico Boulevard called Owens Greetings that became one of Kern County's most successful businesses; it later evolved into what is now Weisbrod Farms Incorporated (WFI). In 1926, he donated 5 acres (2 hectares) of his farm west of town to become what is now Memorial Park Cemetery #1; this donation has been designated as a local historical landmark by the city government. In 1928, Golden State Warriors forward Wilt Chamberlain played his last game for Oakland Athletics before moving to Philadelphia 76ers; since then Memorial Park Cemetery has been home to many athletes who have passed through Goleta including professional boxers Floyd Patterson and Sonny Liston Jr., college football players Woody Hayes and Len Dawson, baseball player Curt Schilling, racing driver Ruben Looper and actor Jeff Bridges

On July 14, 1853, the first post office in Goleta was established. The town was named for General José Joaquín de la Guerra y Cámpora, who fought in the Mexican-American War. The name comes from a Spanish word meaning "place of rest." Goleta grew rapidly after its incorporation as a city in 1875. In 1912, Goleta became one of California's 24 incorporated cities.
