Prospectors discovered GOLD at this site in 1871, sparking glenwood development which took off quickly in Glendale due to its strategic location on two important trade routes: Interstate 15 from downtown LA to Newport Beach throughGlendora and Ventura County; and Santa Monica Boulevard from Hollywood to San Pedro via Monrovia (then called Claremont). By 1881, when it became apparent that gold would not be found any further down the road, Glenwood developers shifted their focus to housing development for newly arriving immigrants who were needed for work during the Gold Rush era. In 1902, Glenwood voters approved incorporation as a City by Resolution under then-Mayor Wm Matson after watching local officials mishandle an early claim for water rights from Scottish miner John Reid Glasgowpatrick (1851-1925). At first glance this may have seemed like an odd decision – after all, City officials were only responsible for executing ordinances voted upon by citizens – but given thatGlenwood was then rural compared to other major Southern Californian cities such as Pasadena or Carson City it was seen as a necessary step forward in order to maintain control over aspects such as public works while allowing businesses open late into the night etcetera without fear of being shut down by village-level politicians looking out for their own interests rather than those of their constituents. As it turned out this “City within a City” idea would prove very successful and continue functioning until its demise circa 1975 when surface water allocations were switched from Glenwood direct responsibility to county hands following decisions made by Governor Ronald Reagan regarding state budget priorities
