Gilroy, California is a city located in the San Joaquin Valley of California. The population was 19,711 at the 2010 census. The Gilroy area has been inhabited by various cultures for thousands of years. The first European to visit this area was Francisco de Anza on April 25, 1769. He named it Rancho San Marcos after his father-in-law, who had founded Mission San Miguel Arcángel in 1807. In 1851, John Cranch discovered gold near where Gilroy now stands and made an attempt to prospect for gold here. By 1859, he had developed a large mill complex that processed flour from the local sandstone beds. In 1865 he sold his interests in the mill to James Waddell and moved back to America; Waddell founded Waddellsville, also in Gilroy. A post office called Gilroy was established in 1873, and remained in operation until 1907. It was consolidated with nearby Amherst into one post office called Amherst on February 1, 1907. During World War II many Japanese Americans were housed within tents at Rancho Monterey which became known as "The Willows" because of their proximity to US military facilities such as Camp MacArthur (later Camp Nelson). Some residents refused to move because they felt that they had nothing else to do and took issue with what they saw as government hypocrisy over their incarceration while others were forced into labor camps during World War II due largely To Executive Order 9066 or "The Nisei Guilt Syndrome." After the war the town prospered and annexed additional land making it one of California's most populous cities by 1990 having reached an estimated population of 234,000 people density making it more populous than Los Angeles County combined! However recent growth has resulted in traffic congestion throughout much of downtown which often impedes pedestrian access along portions of its wide avenues and streetscapes

The City Council consists of 13 members who are elected at-large plus 3 members appointed by Mayor Pro Tem for two-year terms starting on January 1st of each year. The City Council meets every other week during regular business hours except for special occasions such as holidays or when required by state law or ordinance. All meetings are open to the public and may be attended by individuals or groups regardless of affiliation with any political party or candidate for office.
Gilroy, California was founded in 1777 by Captain José Gilroy. The town was named after General Antonio Gilroy who fought in the Mexican-American War. The first store in what is now Gilroy opened in 1846 and the first post office opened in 1850. In 1872, the city of San Francisco annexed Gilroy and made it a part of its city limits.
