Other early settlers in this area include Lorenzo Semmes who operated a tannery nearFullerton City Hall from 1868-1892 and John C. Frémont who surveyed parts of present day Fullerton between 1853-1857. In 1865, when it became known as part of Los Angeles County, fullerton became an important port for goods exported from Southern California including mines and citrus fruit. However, during World War II it played little role in military operations outside Southern California because it was isolated by mountains and difficult to reach by road or air. In 1943, however, it received its first post-World War IIitizen's Army unit when Angelenos joined up with General Harry Smedley Butler's US Seventh Army on March 10th to fight against Japanese forces during World War II known as Operation Husky. In 1928, Fullerton became the official seat of Orange County after its incorporation. On December 12 of that year, it adopted a charter giving it self-governance within the county system. The outbreak of World War II interrupted full development at this time but re-opened commercial activity in 1945 when war production resumed near Los Angeles.
