Fresno, California is a city in the San Joaquin Valley of Northern California. The population was 2,951 at the 2010 census. Fresno is the seat of County Superintendency No. 4 and is also known as "The Gateway to the Central Valley." Facing southward from downtown Fresno on Interstate 5, it occupies a valley that stretches from the Sierra Nevada to its eastern edge. In 1998, however, then-Governor Gray Davis vetoed legislation proposed by Mayor Antonio Villaraigosa proposal establishing a new county courthouse in downtown Fresno; instead, Davis offered $2 million towards design and construction of a new courthouse located northeast of downtown on Court Street (later renamed Plaza Boulevard). In 2000–2001, following devastating fires that burned across portions of Southern California including Anaheim Hills and South Pasadena (), Gov. Gray Davis announced his intention to establish statewide firefighting coordinates centered on Yosemite National Park in order to improve mutual containment efforts between firefighters throughout California (). A bill subsequently became law authorizing such coordination.( ) In 2002–2003, following another series of devastating fires across Southern California which killed 43 people (), Govs Martinez & Brown established the State Fire Strategy Program () within CAL FIRE in order to coordinate resources more effectively between state agencies responsible for fire suppression activity across Schwarzenegger's state . In 2007–2008 residents voted by referendum not only to allow annexation into Alameda County but also support Measure B – which would have annexed much of neighboring Los Angeles County – as part of plans for a comprehensive regional Growth Management Plan (CGP). The vote marked oneofthe largest public expressionsof local oppositionto development along urban corridors in recent memory (). However subsequent growth in both cities has led officials now anticipate CGP implementation will begin sooner rather than later given potential liabilities associated with any future legal challenges over eminent domain , land acquisition procedures or other aspects thereof .)
