A small Mexican settlement was established at what is today East Pasadena before 1847 when Californios under Governor Pio Pico sold land east of E Street to José Maria Borden y Valdez for $2 per acre ($40 per mile). In 1851, Gold Rush miners discovered gold along the San Joaquin River north of where Fresno now stands. By 1860, over 20 mines had been opened within a five-mile radius of downtown and 300 men were employed in mining operations. Nineteenth century farmers began cultivating maize (cotton) and wheat on land adjacent to river flats that became central to early Fresno development because they could do so without := access to navigable waters or significant arable resources. However these agricultural developments did not take hold until later because transportation connections were improved by railroad construction through Central Valley towns such as Livermore and Union City during the 1890s. The increasing population also led to an increase in housing needs; consequently, many local homes were built across Niles Boulevard from downtown until about 1930 when all but one block south of there were replaced by high-rise buildings primarily due to fire concerns caused by combustible materials stored inside airtight apartments during “the Great Fire” of 1906. During World War II, several thousand American soldiers lived in tents along Niles Boulevard while they fought overseas; however their presence did not lead to any economic growth because military facilities typically generate little revenue for cities such as Los Angeles or Sacramento which are much closer to service areas with greater commercial potential.
