In 1860 David Jones organized a group of American traders under the name Anglo Gold Rush Company to explore this new goldfields in northern California with claims to Sacramento Valley but no strike resulted until 1865 when gold prospector John Ensign discovered an orebody at Borrego Springs that led him to naming his company silver discoveries Explorations Incorporated on March 3rd 1865 minutes before title deed went into effect as Anglo American Mining Company In 1868 Hyrum Wells organized a group including George Custer and James Irvine along with some 20 others including many Juna Indians led by General Mariano Castro en route from Monterey Bay across Nevada via El Century Crossing they were looking for a shortcut across country to connect up with gold fields beyond Sierra Madre Mountains On January 7th 1870 Wells located an extensive citegold deposit at Panamint Hill about 25 miles south southeast of present day Folsom In early 1870s Captain John Sutter acquired parcels east side Coyote Creek watershed between Coyote Hills eastward past Turlock and northward past Petaluma On October 2nd 1870 Sutter leased 760 acres from Doniphan Land Co., Wasco County NV for $14 per acre payable annually plus interest Thereafter surface rights were granted subject to subsidence rates FWYW 10 feet below natural surface

A meeting was held on November 5th at Commerce Hall where $5 per vote was collected and put towards street repairs then spent in February-March 1888 according to records kept by the Board of Supervisors at that time Mayor Wickersham re-appeared before the board on December 3rd 1888 and obtained financial assistance from Governor Goodwin Woodruff through legislation passed in January 1889 which awarded $10,000 per year funding for public works projects in central valley counties In 1893 Supervisor Lorenzo Martinez challenged Mayor Wickersham's right to hold office after he did not approve a budget that increased property taxes 4%. After a long legal battle Martinez won his case and remained supervisor until 1909 when he retired due increasing health problems On April 17th 1910 two menShotgunned dead Deputy Sheriff George Hargrave while he sat in his car outside headquarters while waiting for work inside courthouse
