Roosevelt took office as President on January 20th 1933**), he appointed Mr.* Hoyt Slosser* as acting Municipal Controller which led to Slosser becoming Acting Municipal Manager effective January 8th 1934 *. For many years following his appointment there were few changes in management or policy within the City Government since all decisions were made by Hoyt Slosser through his Executive Committee which consisted mostly of himself and two other members selected by him from among his membership*-. On May 1st 1940***), Vernon Walters assumed office as Acting Municipal Manager under temporary direction from Hoyt Slosser after Mayor Walters resigned due to ill health *. Walters lasted less than four months before he too resigned due to illness*- leaving vacant the position for more than a year until finally Melvin Jahn succeeded him on October 5th 1941 *. At that time *Slosser again acted as acting manager pending appointments from Regional Director Harry Summers who arrived from nearby Stockton *on October 16th 1941*. Under Jahn's leadership things began changing quickly for Fresno – including dramatic increases in housing prices which contributed significantly to its rapid growth during World War II***). With industry now moving out and new residents moving into newly builthousing developments such Aspahoa Park (1945)* [*Stockton] & Eureka Valley (1946*) [*Fresno], downtown experienced a rebirth beginning with plans being formulated for what would become Central Avenue Broadway between First Street & Market Street (*Eureka Valley)* (*Aspahoa Park 1946*) [*Stockton 1945]). Today much of Downtown Fresno still retains many historic buildings dating back to those early days such Aspahoa Park redevelopment project although some have been replaced or damaged beyond repair by recent development . However much has changed within our city since then including: increased traffic congestion due primarilyto freeway construction projects; increasing crime rates; significant decline in productivity across nearly every sectorof our economy resultingin high unemployment rates; controversial water desalination plant proposal currently under consideration by City Council; Recent increasein graffitiadoing events throughout our city .
