On November 14, 1911, a rifle owned by George Prentice was taken from his home during a robbery and assault that took place at The Golden Nugget Casino located near downtown Fremont. It is believed that one or more gunmen fired multiple shots into Prentice's residence before robbing him and fleeing with his firearm. A few months later on December 7th, 1911, another robbery occurred at The Riggs Drug Store located on 24th Street between Broadway and Stockton Boulevard when two gunmen entered the store and began taking items off of shelves while employees were inside. This became known as the "Fremont Massacre." No one was killed during this crime but three people were injured; two of which required hospitalization. In response to these events, Mayor J Hockaday called for a meeting to discuss gun safety measures within less than 72 hours after they occurred. At this meeting it was decided that new regulations would be put into effect governing how firearms could be used within the city limits including banning open firing within five feet of any building or public transportation stop without prior notice to anyone inside
