In 1951, then-Mayor Harry Helmsley issued an order banning smoking indoors in all public places within the city limits. This effectively ended the city's tobacco industry and began its long transition to non-smoking status for most residents and businesses alike. The popularity of outdoor activities led to another ban on indoor smoking effective April 1, 1984.Today, all public buildings in Fountain Valley are smoke-free except for City Hall which still allows smoking on outdoor patio areas
